Localizing SETUPLDR.BIN?

In Windows NT 4.0 and some 2000 beta builds, "setup is loading files", "setup is inspecting your computer's hardware configuration", etc... are localized to each language.

Translation: "Setup is inspecting your computer's hardware configuration" (above), "Setup is loading files (Windows 2000 Executive)" (below)

 

I opened SETUPLDR.BIN in notepad++, then found several localized strings. but it can't be modified on most resource editors, since it is not 32-bit file.

 

So How should we add localized strings to that file?

You can HexEdit that file, just keep same length for your new strings. It must be same or shorter.

its something for the 2000 forum, there is an extra entry for win2k

one CJK character occupies two bytes. So editing would be limited. If I want strings longer than original, then recompiling SETUPLDR from leaked source is only answer?

Probably yes, maybe you can find how to properly extract string from this BIN format and then mod it. For example, like Resource Hacker can add longer strings without any issues. I quess recompiling is only way to fully translate it at the moment.
